Regarding landlords: I know what you mean.
The severity of the recent floods made it to the front page of The Oregonian today -- one died when his pickup truck was swept off the road into a river -- so I don't think it's entirely fair to blame the landlors for this crap. But we did first call them on Thursday, and they still haven't done anything about it.
Last night I printed out all the details I could find about the responsibilities of landlords and the definition of "habitability" from the Oregon State Bar Association web site. If a fix isn't in the work by the end of tomorrow, I'm calling a lawyer.

I can't believe this is happening to you again! I hope it gets resolved soon (i.e. I hope it stops raining and your landlord fixes any damage soon)!

Thanks, Cathy. The property management company that runs this place had a contractor out today, so hopefully things will be good soon.
